Manager of InfrastructurePermanent, Full-Time, Exempt PositionDepartment:Public Works and EngineeringPosition Summary:The Manager of Infrastructure is a management position responsible for the formulation and delivery of the Bowen Island Municipality (BIM)?s Infrastructure and Asset Management program, and accountable for overseeing the delivery of infrastructure works by qualified professionals in accordance with applicable standards and regulations.Supervision Received:Director of Engineering (DoE)Supervision Exercised:Works external contractorsDate Revised:April 2026Salary:Pay Band 15: $116,236 - $127,015 (2025)Annual vacation time; extended health & dental benefits; pension eligibilityNATURE AND SCOPE OF WORK:The Manager of Infrastructure will provide leadership and oversight in the areas of municipal infrastructure and asset management, including municipal water, drainage, wastewater collection, roads, buildings, parks, and landscape maintenance. This role will be responsible for supporting the planning and execution of capital infrastructure projects as well as leading the development of a comprehensive asset management program. Other responsibilities may include policy and bylaw development, program planning, budget management, administration, and operational direction of the Municipality?s public works, water distribution, storm and wastewater collection system and maintenance functions. The Manager of Infrastructure is responsible for supporting the DoE to accomplish department objectives and goals within guidelines established by the Council and the CAO.KEY FOCUS AREAS:The duties and responsibilities of the position encompass all aspects of the following functional areas: Long-term Infrastructure Planning Asset Management Strategy Capital Program Development and Implementation Project and Budget Management and Oversight Engineering Oversight and Regulatory ComplianceCORE RESPONSIBILITIES:Infrastructure & Asset Management Lead the development and implementation of a comprehensive asset management strategy for all municipal infrastructure systems, including roads, drainage, water, wastewater, buildings, marine infrastructure (piers, wharves, and docks), and parks. Direct long-term capital planning and lifecycle replacement strategies to ensure infrastructure sustainability and fiscal responsibility. Oversee the assessment, prioritization, and delivery of infrastructure renewal and upgrade projects. Monitor infrastructure performance and condition data, using enterprise asset management systems to inform investment decisions. Oversee compliance with applicable regulatory and technical standards through qualified professionals and regulatory authorities.Project & Financial Management Plan, manage, and deliver capital and operating projects on time and within budget. Prepare and manage departmental budgets, ensuring alignment with strategic priorities and infrastructure needs. Lead the procurement process for engineering and public works services, including RFPs, tenders, and contract administration. Identify and pursue external funding opportunities in collaboration with finance and senior leadership.Policy & Regulatory Oversight Develop and recommend policies, bylaws, and operational procedures related to infrastructure services and asset management. Oversee compliance with applicable legislation, safety regulations, and environmental standards through qualified professionals and regulatory authorities. Represent the department in dealings with the public, stakeholders, and government agencies.Engineering & Technical Services Oversee the review of engineering designs, development applications, and construction plans prepared by qualified professionals. Oversee inspection processes carried out by qualified personnel and consultants to confirm general conformance with project requirements.
